I think the significance of the photograph gets lost on modern audiences at times, because today it's so easy to have copies of a picture. Back then nobody did. That was likely his only or his favorite picture of his kid, and ripping it apart probably hurt him a lot. Enough to make him rethink what on Earth he was doing. I love how natural the characters seem, in their personalities and how they come together and affect their votes.
